The attached patch creates a new lda_t domain for use by maildrop, deliver,
procmail, etc.
I have not made it an alias for procmail_t because in my tree I am forced to
support both at this stage.

For this to replace all of these domains, the patch needs to include all
the removals of the old domains, aliases for lda_t, fixed transitions,
etc.
