Subject: [refpolicy] rpcbind_admin typo

Fix a typo in rpcbind_admin.

This doesn't cause a compile error because rpcbind_admin is not used
anywhere - is this supposed to be the case?

Yes, there are no current users upstream. It and others like it are
available for users that want to make their own custom roles to admin
specific services.
