Subject: [refpolicy] This patch to adds an interface to specify if a domain is a homedir reader or a homedir manager.

We are copying and pasting the ifdef USE_NFS_HOME_DIRS code all over
the place and now adding FUSEFS and CIFS. If we move to an attribute
system, it makes the code a lot easier to read and only need to add
one interface to a domain to get full functionality.
