I am running PCMCIA based orinoco with WPA support (external firmware)
and two patches to cache it after request_firmware to use in resume.
This worked fine in 27 and wtopped working in 28-rc. The apparent difference

It looks, like 2.6.28 finds new device after resume, which makes orinoco
to allocate new device information and "forget" about cached FW.

Ehh ... you miss the point. The problem is NOT missing firmware (I have
already been running with external firmware just fine in 2.6.27). The
problem is that during resume instead of simply resume *existing*
device/driver instance PCMCIA suddenly decides to re-discover the *same*
device yet another again.
This is not supposed to happen. I do not see any changes in
drivers/pcmcia that could be responsible for it - so I suspect there could
be some overall power management changes.
And personally I'd rather turned on debugging options; bisecting will
take ages here. I need some advice which options to turn on.

You can get that on resume if PCMCIA thinks the card has changed -
and it determines that by comparing its cache of the CIS with what
is in the card on resume. If the cache doesn't match the CIS, it
assumes the card has changed, and does a remove-insert cycle instead
of resume.
So the question to ask is: why is the card's CIS changing on resume?
Try putting some debug in verify_cis_cache() in drivers/pcmcia/cistpl.c.

I mean that from pcmcia_socket_dev_resume (shortly after resuming from
STR) we somehow get to pcmcia_card_add which results in a call to
orinoco_cs_config and orinoco_init.
Basically we have a completely new device. orinoco_init calls
request_firmware which fails under resume (because it tries to get
firmware from userspace), but is OK on normal startup. Andreys code to
load firmware after resume will only work when we call orinoco_cs_resume
for the device that got suspended, not if we see a new device.
Looking at the pcmcia code it looks like ds_event is getting a
CS_EVENT_CARD_INSERTION event. Should we be processing that event ?
Has suspend/resume of pcmcia devices changed so that they are detached
on suspend and enumerated on resume?

PS. compiling the firmware blob into the kernel does allow the device to
correctly restart. However it does so via orinoco_init, not
orinoco_cs_resume.

Bisection is one of debugging techiques and it's as much "proper" as any other
one of them IMO.

Yes, I too checked log for drivers/pcmcia and could not find anything
spectacular.
I am afraid I can't estimate when (if) I will be able to do bisect :(

Nope. Almost nothing has changed in this area, except for the patch that
reworks the disabling of user mode helpers:

and several bug fixes.
You can try to revert it, but I really don't expect it to have such an effect.

This probably is a result of the fact that we don't include firmware blobs
into modular drivers any more. Please try to compile your driver directly
into the kernel and enable CONFIG_FIRMWARE_IN_KERNEL.
If this helps, we'll know what the problem is.
