Subject: [PATCH v7 0/2] rtw88: update regulatory settings

This patchset applies regulatory rules for Realtek's chip set.

Some of the modules are programmed country-specific code in the efuse.
And for this kind of modules, driver doesn't want the regulatory to be
changed, so the driver tends to not listen to the regulatory hint that
is notified by the stack. Otherwise if the modules are not programmed
to a country-specific code, then the world-wide (WW) settings will be
adopted. If the regulatory is WW, the driver will apply the settings
notified by the stack.

If anyone wants to allow regulatory being set from user-space tools
(ex: iw reg set), a compile option flag RTW88_REGD_USER_REG_HINTS
should be set to allow regulatory hist from user.

Also add "Adaptivity" support for some special country codes, because
they have to stop TX immediately if there's any energy detected.

Subject: [PATCH v7 1/2] rtw88: add regulatory process strategy for different chipset

In Realtek chipset, there are 2 different settings of regulatory,
worldwide chipsets, and chipsets with a specific country.
Since we do not want stack to possibly decrease driver's regulatory,
REGULATORY_STRICT_REG is set, i.e. rtw88 will have the control of its
regulatory. And we ignore regulatory notifications set from user-space,
unless compiled with the compile flag option RTW88_REGD_USER_REG_HINTS.

Regarding chipsets with a specific country, driver calls
regulatory_hint() to tell the stack what regulatory it is. As we do
not want the regulatory of this chipset be changed, driver will not
apply new regulatory notifications from either DRIVER, USER or
COUNTRY_IE.

And for worldwide chipsets, there are many cases we want to describe.
Let's start with case without RTW88_REGD_USER_REG_HINTS. In worldwide
mode, we want to follow the regulatory of an associated AP, but we do
not want to follow the regulatory from other drivers, so we will apply
regulatory notifications from COUNTRY_IE.
For cases with RTW88_REGD_USER_REG_HINTS, if there are not any USER
notifications, driver will also follow the AP's regulatory. On the other
hand, if there are notifications from USER, we want to make sure that the
settings from user-space will not be violated when associating to a new
AP. In this situation, stack will change the regulatory to AP's. And
because we have set REGULATORY_STRICT_REG, stack will intersect driver's
regulatory with AP's. Thus, we provide a custom worldwide regulatory for
intersection, and the result of it will never violate the setting from
USER.

Subject: [PATCH v7 2/2] rtw88: add adaptivity support for EU/JP regulatory

From MIC Ordinance Regulating Radio Equipment article 49.20,
ETSI EN-300-328 and EN-301-893, the device should be able to
dynamically pause TX activity when energy detected on the air.

To achieve this, add Energy Detected CCA (EDCCA) support to
detect the energy in the channel. Driver will set corresponding
thresholds to the device, if the energy detected exceeds the
threshold, the TX activity will be halted immediately.

As this could lead to performance downgrade when the environment
is noisy, add a debugfs to disable this for debugging usage.

If it wasn't clear, v7 looks more like v5. I think I had some of my
own misunderstanding of the regulatory core when
reading/reviewing/testing v5, which resulted in ill-conceived changes
in v6. I think I've gotten my head around this, and this looks fine to
me. But that's not saying much, given how confused I was at times.
