Subject: [PATCH v5 07/11] wifi: ath12k: add WMI support for EHT peer

Add new WMI tag and pass the EHT parameters for peer association
to firmware.

Tested-on: QCN9274 hw2.0 PCI WLAN.WBE.1.0.1-00029-QCAHKSWPL_SILICONZ-1
