Subject: [PATCH 1/2] ath6kl: refactor wmi scan command

ATH6KL_FW_CAPABILITY_STA_P2PDEV_DUPLEX was checked in cfg80211.c which is
a bit awkward when adding more callsites to the scan functions. Refactor
the code to wmi.c so that it's transparent to the callers.

Even though the patch looks scary there are no functional changes. I
just had to move ath6kl_wmi_startscan_cmd() before
ath6kl_wmi_beginscan_cmd() which confuses patch.

Subject: [PATCH 2/2] ath6kl: add support for changing contry code

To make it possible to change the country code from user space via nl80211
add handler for reg_notifier. The feature is only enabled when built
time option CONFIG_ATH6KL_REGDOMAIN is enabled, which again depends on
CFG80211_CERTIFICATION_ONUS for certication purposes.

I was planning to do this in two phases, first do a simple
implementation (these two patches) and then add support for the cellular
BTS hints.

You will need to add wiphy->features |=
NL80211_FEATURE_CELL_BASE_REG_HINTS in order to enable the base
station hints to propagate to the driver and even to the core,
otherwise this is ignored. This was addressed starting at v4 of my
onus patches. Given this, I think it makes sense to rename the option
to enable / disable base station hints and to update the language to
clearly reflect that is the only type of hint that would be used to
update the firmware regulatory domain.
