Subject: [PATCH net-next v10 12/13] net:ethernet:realtek: Update the Makefile and Kconfig in the realtek folder

1. Add the RTASE entry in the Kconfig.
2. Add the CONFIG_RTASE entry in the Makefile.

An allmodconfig on x86_64 fails to build with the series applied up to this
point.
